LG Optimus One is a cell phone under Rs. 15000 ($300) that operates on Android 2.2 so go for it.
Although Motorola QUENCH XT5 is a little better in hardware and camera but still most of the times apps matter a lot and in daylight flash is not need, I am using Samsung Monte without flash for 6 months now and I love it.
